Contact your credit card company to dispute the charge! You can refuse delivery, thus UPS will have a continuous record of the whereabouts of the package. Don't accept it and then ship it back yourself. Sorry for jumping in with obvious advice, but I have a particular dislike for the type of merchant you encountered.
