Maybe because the only option that is reasonably priced is for a dynamic IP? Like around here, for example?

RoadRunner offers fixed IPs only with their Business Class service, which *starts* at about $350/month. My residential service is $50/ month. Since I don't sell anything, but I *do* run a webserver (oh, and an email list or 10), why should I pay an extra $300/month?
