I accept your argument and acknowledge that too few people would get
involved, but nevertheless, the responsibility for major decisions must
be moved a number of steps closer to where it belongs - with the people
- then it is today. 

The major part of this kind of thinking is openness. Closed-door,
behind-the-scenes politics are killing us, literally. If legislators are
required by definition to expose their pro/con thinking on various
issues for all to see, better information is made available to those who
are interested. While we do gravitate to editors to reduce the mountains
of information on our behalf, a new breed of editors working in context
of an open and pro/con presentation format (the importance of which
can't be overstated), will tend towards exposing lies and revealing
truth, something in terribly short supply today.

While the mechanics of something like this are daunting, it's the
direction that matters. Open is better than closed, what's good for this
country is better then what's good for any interest group, and truth is
better then lies.
