I think it's too expensive to run a VM on 6 machines, or am I wrong?

If you're on the fence about XP vs. Win 7 (and have licenses for both), then create a VM for both and then migrate to Win 7 at your leisure. I can't think of a single reason to purchase a 32-bit system these days.
