Cartels are bad for consumers. 

We recently went to a local store that advertises wholesale prices,   They
listed milk at $1.99 / gallon.  When we got there it was $3.79 a gallon.  
They explained that the state has a minimum at which you can sell milk to
the public and that they were in violation of the law and were threatened.  
  So apparently they were able to make money at $1.99, but were required to
charge $3.79
