It's part of the warmonger mentality, it needs Bad Guys and fear as it
eats more and more power.

We have submarines alone that could annihilate all of North Korea, and
everyone knows it. He's a survivor, so he's not about to push a button
that will destroy himself. But what he will do is arm himself so that if
he is attacked he can sting back. That's not irrational.

I think this Korean "threat" is getting the 'puff' treatment to divert
attention from the ME in an attempt to dilute that mess. A by-product is
that it also feeds more "protection money" into the military and other
Big Brother instruments. Those with the power get more power, even after
having demonstrated they don't know what to do with it. 

In the background, they've got the Iran Crisis brewing, and Pakistan is
a coup away from joining the lineup, among others. Even without another
attack here, they've got enemies and fear lined up down the street.

What they have done - and are now making worse - is terrible. From their
point of view, they have no choice. Right - because the better choice of
the options we have is to put them on trial for what they've done, and
they're not about to do that.
