Yes, the Fedora Live CD is a read only edition of the OS, and boots from a CD. I think the 768MB is the minimum memory need to run the Live CD. If the live CD works on your computer, and you elect to install Fedora to your disk, the Live CD will download Fedora files to your disk and install the OS on reboot. I would recommend at least 10 GB of disk space for the initial install. If more disk space is needed, you could use gparted to enlarge the disk partition on which Fedora resides.
