VFP 9 apps will only work on Windows 8 desktop/laptop. Surface, might for the Windows 8 Pro (Intel) version, but have not seen one so it has not been tested (unless Microsoft has internally). Surface ARM, definitely not according to what I have read. Definitely not on the phone.
