How would Texas cope with that?

Florida should engage one of the big four accounting firms to perform an operational audit of the current system, and make recommendation on how the system could be improved. The current system is clearly disjointed, inefficient, and unreliable, likely because of the lack of internal controls, which are needed to provide:

a)  Accurate & Reliable results
b)  Compliance with laws and regulations
c)  Effectiveness and efficiency of operations
