How would the auditors identify the fraudulent ballots? THAT is what
has to be done!
I'm not sure about the current problems produced by the unreliable
system. A new system with the proper internal controls would have
checks in place to insure these kinds of problems would not occur, or if
they did, could be identified quickly before any damage occurred.
The starting point for an operational audit is a study of the current
system. Perhaps the current system is OK, but is not being followed.
If the current system is not being followed, the audit would identify
the areas of non-compliance. The final report would make recommendation
of how the current system could be improved.
