Do all email programs have the ability to export to text the body of the email? If so, this could be a solution that would work in most cases.

If I understand you, in reality it would be very difficult to do this any other way.

Never thought of that solution for me. However can this also be done with
other email clients?

Some; Eudora or other similar clients that save in a well-documented
format. Outlook, no. Different versions of Outlook, even worse.

I am presently writing for me, however I have no idea what or where the
user would store such files.

First, solve the problem at hand; scratch the itch. Solving the general
problem means you'll never be done.

As for file storage, Thunderbird once again has a well-documented standard:

I'm not trying to download the email from inside fox, rather I am just
trying to read the contents of the inbox, looking for a certain subject
email to process.

You might be a happier camper if you created a filter in Thunderbird that
parses the email and launches an EXE when needed. I believe there are some
add-ons that will do that.
