Is the Windows 8 machine 64 bit?
Is FoxPro 7 a 32-bit application? If not, it won't ever work in a 64 bit
machine.

It might be memory related. Try setting the compatibility to Windows 98. I
believe that lowers the amount of memory seen by the executable.
