BTW, I assumed that you had only VFP 7 installed? If not, suggest you
un-install all other version of VFP first, and reboot!

Or you could use VirtualBox to create a blank Win 8 installation and test
VFP 7 inside the VM.

It could be some config.fpw / resource.dbf problem....
