I put in both and both report the same reccount of 82 records...
I tried running as administrator and got the same results.

Was your command
WAIT WINDOW TRANSFORM(RECCOUNT("TableName"))

You might want this one:
WAIT WINDOW "The current cursor " + ALIAS() + " contains " +
TRANSFORM(RECCOUNT()) + " records"
