Have you taken a look at Xojo? http://xojo.com
I find that it is a great successor to VFP. Equivalent? no but very good. The company is based in Austin, TX.
- Cross platform
Windows, Mac, Linux and Web currently. iOS this summer.
- Database agnostic
SQLite natively. MySQL, PostgreSQL, Oracle, and MogoDB via plugins. Others via ODBC. My DB of preference is PostgreSQL.
- Graphical UI designer with inheritance - I'm not designing 100 forms
in a code editor.
GUI designer: check. Class inheritance check. Layout inheritance via containers.
- Uses a mainstream, preferably high-ish level language - Python, Ruby,
JavaScript, Lua ...
Xojo uses a form of Object oriented Basic language so it is very much like the Foxpro language.
- Can deploy to desktop and web and mobile
You can develop for desktop and web and use the same business classes for both. Xojo will release an version this summer for the iOS targeted platform.
- Either has an integrated report designer, or an easily pluggable one
Reports are the shortcoming. Yes, there is a report designer but it is minimal. There are some commercial options, but they also have some limitations in various forms. Sad, but that's the current state of things.
- Community edition to allow evaluation
You can develop applications in Xojo for free, forever. You only need to purchase your target licenses when you want to build stand alone applications for the targets you intend to deploy on.
- Sensible licencing that doesn't assume everyone will be deploying
everything in the cloud
I find the licensing reasonable. You pay once for the target platforms you want to compile to, and can deploy to as many machines or clients as you like.

Anyone comes across one, shout :)
Xojo is currently offering a 30% off license through Friday for American Thanksgiving sale. Let me know if you have additional questions.
