I tried that from the Remote session. The host opens the Shutdown menu but nothing happens when I click on Shutdown or Standby buttons.

I must be misunderstanding your question. Can't you just click the Start
menu and select Standby/Hibernate?

On some systems, my remote login has limited rights, and so I need to start
a command shell with the RunAs Administrator functionality and use the
shutdown command from that shell.
