I am sure windows 8 turns off network finder, whatever its called. It makes
the PC unavailable to the network. Not all and not all the time either.

Can the W8 machine access any other network resources? (I turned off my
WiFi switch yesterday, putting the laptop in a bag. Stuff happens.)
