Probably not outside the realms of possibility to track them although
ultimately you would be following a chain of proxy servers through
various jurisdictions which also  makes it very hard to secure
prosecution too. Also the payment methods are pre-paid vouchers like
Akash, or Bitcoin, both effectively untraceable. I have seen an estimate
that those responsible have made $27M US just via Bitcoin, so the
authorities probably weigh up what would be involved in chasing them and
probably ending up in a jurisdiction that doesn't give a shit, and
decide it's not worth it. Look at The Pirate Bay and Kim Dotcom -
everyone knows exactly who those guys are but look how hard it is to
nail anything on them.
