You need a set of documents defining what is to be done.  The contract will
also define charging for change to the initial design.

94-95 was on a project where the initial design was very short of the
intention of the project and it generated millions in extra billings as
well as extended the life for a good 5 years.  This was a State Child
Custody Payments system that I left after 1 year when I saw what Anderson
was doing.  They were kicked off 2 years later.
