intention of the project and it generated millions in extra billings as
well as extended the life for a good 5 years. This was a State Child
Custody Payments system that I left after 1 year when I saw what

was doing. They were kicked off 2 years later.
Right. You need a very clear spec detailing what will be done and the
estimated time for it (with testing built/padded in).
