I had an earlier version of Photoshop Elements that I hadn't used for a few 
years. Tried to install it on Win 7, and it said that it was not compatible 
with this version of the OS.(Not sure how the old pgm figured out what it 
couldn't run with in the future?)
Anyway, I had to buy a new one.  Yes, it ran on Vista, but not on 7.
