By the way - with this strange issue, what pops up is something that looks like 
its trying to install Visual FoxPro (as shown in the original Image links). 
But, upon doing some Google searching - I found the file being referenced 
(VS_SETUP.msi) - it seems to be a Visual Studio install file. 

Am still searching for a resolution to this problem. I even tried updating the 
FoxUser file - since the last record in it was yesterday - when the problem 
began, but that WAG didn't help at all...

So - here goes...

As mentioned in my reply from my phone last night - the problem occurs as a 
secondary form is being loaded - so it's not even onscreen when it happens. So 
- they are on the main screen. They hit the button - for doing this Monthly 
Reporting - and the issue occurs immediately. Now, yes, within that screen - 
after they make selections and then hit OK to run the report - it does do 
Office Automation. However, it doesn't even get to that point - since the issue 
happens when the Reporting form is attempting to get loaded. 

I know you also asked about Office & OS. My PC is running Win7 Pro SP1. I will 
have to try logging into one of the User PC's that are having the problem - and 
confirm what OS is in use.

As for Office, it's interesting that you should ask - since, this is what the 
manager reported back to me this morning about the problem:
" Kurt,
I was finally able to have a couple of team members test and below is what I 
found:
For team members who have Office 2013 (Alyson and me), we both received the Fox 
Pro 9.0 pop ups when selecting the Monthly Payment Reports.

For a team member who does not have Office 2013 (Caroline), she did not receive 
this pop up.
I don't know if this just happens to be a coincidence, but it is definitely 
very strange!

One of Kelly's teammates, that no longer works here - their PC is not being 
used. I'm going to test for the problem on that machine. Hopefully it WILL 
happen there - so I have a good place for my testing.

One final comment.

On my PC - I have several short-cuts on my desktop. One is for a Dev version of 
this system - and that Dev version resides on a network drive in space that is 
dedicated to me (each user in the co. has one of these L: Drive spaces). 
Another short-cut points to the Production version of the system (which is the 
one that the user is reporting the problem). Well - my Dev icon looks like a 
normal VFP icon - but, NOT the icon for Prod - its got a white icon like it 
doesn't know what its pointing at. 

Not sure if that bit of info helps - but, figured I would throw it out there...

Not a lot of info, so wild guess:

Your app used COM, DCOM, ODBC or Office Automation to generate the Excel files, 
and she doesn't have the components needed, or they're corrupt, or the registry 
is bonked.

Figure out the difference between her machine and the others where it runs. 
Office version? OS version?

oh, and turn it off and back on again!
