There is a LOT of oil in africa, so that blows the hell out of your statement. I worked in gabon when I was 17, back in 75 or so and they're still going strong..
There also is a lot of oil in the north sea and other places around the world. Anybody that thinks this is only about oil, needs to quit smoking whatever they're smoking.
