Thanks Ted - Most helpful.  So would there be any way for an admin to use 
Windows Firewall to prevent the browser control from accessing the internet?  
That is really what I need to find out.

I think you have a misunderstanding. The VFP MyExecutable.EXE is not loading a 
web page. The MyExecutable is using OLE/COM interprocess communications to 
communicate with a *different* EXE -- the web browser -- and this is what it 
accessing the internet. The MyExecutable is just providing the UI window 
through which you see the browser control.
