You ask as if they are mutually exclusive options <s>. My advice: get a spare machine, a PIII-800 will do, download a copy of TrixBox and start a pilot project. I know there's a ~$349 card avaiable from Digium for a starter card to route PSTN to VOIP internally and externally -- I'll bet the British telephone standards are different, though. My understanding is that there are points of pain occasionally and a bit of learning in configuring, but that it is workable. A local consultant here has set up a bunch of Asterisk installations and doesn't think it's that hard. Search for "Asterisk" on this page for my notes: http://wiki.gnhlug.org/twiki2/bin/view/Www/PastEvents The presenter also strongly recommended www.nerdvittles.com as a great source of info.
