I don't know if this has anything to do with your issue, but I do know that Source Safe (SS) flags files as read-only when they are checked in. This causes problems with VFP because it updates something in class libraries. I had SS leave the read-only flag alone during check in/check out and that solved some of my problems. It could be a place to start.
