Term limits should not be necessary if the electorate is on its toes and fulfills its responsibility to the republic. The imposition of term limits is a tacit statement that the system does not work. Term limits could have been very easily included in The Constitution but they were not. With term limits you are creating a lame duck almost on a regular basis. Since there is no incentive to win a third term, the incumbent is free to stretch the limits of propriety and legality without having to worry about another election.
