ACCOUNTABILITY is the word. By making their record open to the voters and by getting voters to understand that their one vote can make a difference... An appointed official takes their lead from the person that appoints them. They will continue to do so if their appointed person is removed from office. They will merely go with the newly elected persons beliefs...
