Hey Malcolm. I had a similar frustrating experience with the Empower program. What I had to do was to "join" my Empower program with my Partner program. It certainly wasn't clear on how to do this or that I needed to do it in the first place.
Once joined together, links start to appear that say things like "Certified Partners Downloads and Product Keys". That's the one you want to get the product keys.
