2003 & XP - can't you just Remote Desktop into them?  I guess the
workstations won't be configured but couldn't you talk someone into
doing this over the phone?

Another posibility is to use the telnet service that Windows ships
with.  Start the service remotely (needs admin rights...).  Run TELNET
[ip address] and you'll get a Command prompt.  It's up to you to
figure out how to get VNC running!
