Yes, it's an interesting trend these last 3 years. Many of them came to
the USA to work on a masters program, finished it, and decided to stay
here and do this type of work. For some, it's quite easy to set up a
company, and having a company makes it easier for them to stay here per
INS regs.
They were supposed to go back and didn't. You should complain more
voraciously about this new trend.
