I agree that the reason they're doing it is because its going to the cheapest bidder, HOWEVER the reason they're getting by is they're telling everybody that they can't find anybody and as long as the public reads that in the paper, that is what they will believe and that is why we need to get the truth out there.
They had an article on CIO insight the other day where a study was actually done and it disproved all the "we can't find anybody" theories, but yet, you haven't heard it anywhere, have you ??
