Michael Chertoff is a card carry member of the Neo-Conservative ideology 
that believes in constant war forever, including the pre-emptive type of 
war.  His name appears on the "Project for a New American Century" 
website.  Therefore, it is reasonable to ask; where do we draw the 
line?  Clearly WW II was a war legally authorized by the US Congress.  
The war was clearly declared against countries that had attacked the US.

Now the Neo-conservatives would like to have the power to declare war on 
anything, anybody, any country, any ideology, or anything that threatens 
their authority.  Before the US is legally at war requires a 
constitutional authorization from congress, and no war has been legally 
declared since WW II.

Congress never declared a war on terrorism, and it would not be possible 
for them to do so; because, terror, terrorism, and the terrorist has not 
clearly been defined.  Terror, terrorist, and terrorism exist world 
wide.  It come in ever color and flavor imaginable.  We cannot know who 
is the enemy in this context.  Tell me who is the enemy in the war on 
terror?  Is it the countries of Iraq, Iran, and Korea?  Is it a religion 
like Islam, and if so, is it the entire religion or just certain 
extreme, violent segments of Islam.  If it is certain extreme, violent 
segments of Islam, then what about the extreme, violent segments of 
other religions like Christianity, Buddhism, Hinduism, etc.  What about 
those that commit violent act that have nothing to do with the US, like 
the secretarian violence in Iraq that have organized death squads and 
explosive to war among themselves over who will hold the rains of power 
in Iraq.

If the policing of terror, terrorist, and terrorism is war; what will be 
next; "The war on illegal Drugs", The War on Poverty", The War on Unwed 
Mother and others who do not abstain form sex before marriage, The war 
on illegal Aliens, etc, and is using our military the right tool for 
these kind of social problems?
