Hi Nicholas!

I do not wish anyone to be hit by a falling bullet which would impact with a 
far more concentrated force than a penny due to its shape and aerodynamics. 
There have been injuries and even deaths attributed to falling bullets, in 
fact, "falling" bullets are even used as an infantry tactic against 
entrenched enemies. I support the ban on firing live ammunition into the air 
regardless of whatever reason might be offered as a flimsy excuse.

This is not a gun issue so much as an appropriateness issue. You can use 
fireworks or blanks to make the same noise, if you must make that noise.
