The company that my father works for has implemented a feature, if that's what
you want to call it, on all the work computers that whenever they have an
internet connection it checks for updates, and they cannot choose what updates
they want or don't want. My dad got stuck once downloading couple hundred meg of
updates on a "high speed" dialup connection of 15kb/s. I have also heard of some
networks that will refuse users onto the internet connection unless they have
all windows updates.

It will never work for one reason: for every wall that you build, there will
always be two people that will figure out how to get under, over, to the sides,
or through that wall. So therefore, just refuse people on to the internet no
matter what updates they have, and we will then have a more secure faster
internet connection.

A nice concept, but I don't think it's workable.   The ISP would be 
better off implementing the strongest virus scanners, etc on their own 
servers.
