There are 3 reasons that come to mind:
1) They are being paid by Microsoft to push Vista; either it costs
them less for Vista, or they get "incentives" to charge more for XP
2) They have a standard way of creating their machines; anything non-
standard, such as XP, costs more to create.
3) People are willing to pay more for XP.
