Yes, educated families will expose their children to a much wider 
learning experience and vocabulary that children from poor, uneducated 
background.  In China school kids compete and only the best are allowed 
to enter into higher education or specialized fields.  There is a much 
greater emphasis on being successful in school, along with a much 
greater reward to those that do succeed, which provides much greater 
incentive to be smart and successful in school.

Until recently there was very little opportunity for blacks, regardless 
of intelligence or education, due to discrimination in most workplaces, 
so blacks look elsewhere for opportunity where they could compete and 
participate.  Sport was one area in which blacks were finally allowed to 
become successful.  Jackie Robinson was the first black allowed to play 
major league baseball.  Jerry LeVias, a football player for the SMU 
Mustangs in Dallas, Texas, was the first black allow into professional 
football, so the opportunity for blacks to participate in sports, and 
enjoy success, has only happened relatively recently.

Since blacks were not allowed to participate or compete in the business 
arena, there was very little incentive to be smart or well educated, as 
it tended to work against the blank man rather than for him.  Only 
recently have blacks been allow to hold management position as head 
coaches of professional football or basketball teams or to move above 
the glass ceiling into upper management positions in Corporate America.

Also, most blacks were raised by poor, mostly uneducated parents who 
never had a chance to travel Europe for example or speak proper English, 
etc, etc, which is a definite handicap when taking test to measure 
whether they fall above or below the American norm.  Most of the blacks 
come from families that are living at or below the poverty level, which 
means they are starting out from a social, economic positions well below 
the American norm or average.  This is a problem or handicap not easily 
overcome.
