Even when people do say something, it isn't based on the performance
of the particular official. Instead, it's more like rooting for your
favorite sports team.
I was raised a Yankee fan, which, for those of you not familiar with
the traditions of American Baseball, means that my least favorite
team would be the Boston Red Sox. This is a rivalry that goes back
nearly 100 years, and is deeply ingrained in the psyches of Boston
and New York fans.
This past season the Yankees had a lot of shortcoming, primarily in
pitching, and you don't win championships without great pitching.
Boston clearly had a much better team, and was (objectively speaking)
much more deserving of the championship. But there is no way in hell
that I could ever root for the Red Sox, because I'm a Yankee fan.
That's the way it's become with most voters. They will only vote for
their "team", no matter if their team is terrible. They are crushed
when their rival wins, even if they truly deserved it. So you have
people who have been trained to salivate at the words "tax cut" and
"troops" who vote for the politician who recites these words the
most, because that identifies them as being on the same team. It
doesn't matter what they actually do; that would require too much
thought. It also explains why incumbency is so entrenched: even if
official X is horrible, his opponent is on the "other team", and I
could never vote for one of "them", so I'll vote for X simply because
he is on my team.
