I worked in just such a situation. Huge visual class that they wouldn't break out. They wouldn't give me access to VSS either, not that it would do me any good.
The other developer would send me his visual classes. I would then run my CTClassCompare program and run reports on which methods had changed between the visual classes. I'd then hand merge in the changes. Re-run the report and repeat merging until things were acceptable. Tedious but that's the way he wanted it.
