Hi Jean! Yes, he mishandled the gun. He was most likely sober when he bought it, however. If he didn't have a record (which would have been checked) then he would be cleared legal to buy, the seller having done all the checking possible. The people who create and maintain the records have been known to fail to include things that should be included. The alcohol lobby works hard to keep drunkenness out of all records, even DRIVING records. Drunk DRIVING is way-the-hell more lethal, by the way, where not only the drunk but carloads of other people are injured or killed. I haven't seen any jihads on this list about DRUNK DRIVING.
