Greetings Gil and Lew,

I came across the same thing a while back and found out that the problem is
within the group policies editor. It was on a machine that I was fixing for
one of the gentlemen at Jim Barnard Chevy, but I didn't use the procedure to
fix it because it was a situation where it required he 2 hour rule where if
it takes more than 2 hours to make significant progress to just dump the
machine and reformat.

In order to get into the Group Policies Editor follow the instructions
below. Links to the articles will follow.

"To access the Windows Firewall Group Policy settings, open either a local
machine policy (run gpedit.msc on a workstation) or a GPO stored in a
domain. Expand Computer Configuration, Administrative Templates, Network,
Network Connections, Windows Firewall."
