The Palm Desktop 4.x version requires access to files in the path saved in the registry key: HKCU\Software\U.S. Robotics\Pilot Desktop\Core
If the user does not have read-write access to this folder it would cause this. The default is "C:\Program Files\palmOne" When Palm Desktop 4.x is run on Windows Vista it requires Administrative access or installation outside the "C:\Program Files" path. Windows Vista actually has a new Palm Desktop 6.x version. I've not done much testing with it yet. Hope that helps narrow your problem down.
