Hah! The greenies around here succeeded in banning the old style oil-based 
paving asphalt. The old stuff lasted 20 years but it leached a little oil 
into the ground. Now they repave every other year but the oil in the material 
has been replaced with a water emulsion, good - well, isn't it?

Sure, if the machines doing the repaving don't ever spill any fuel or 
lubricant, if the burned fuel doesn't cause air pollution, if there aren't 
any accidents incidental to all the extra construction work, if . . .
