You are absolutely right about the need to keep up the infrastructure, however, 
what about old pork that has been stuck in the budget for years?  That is what 
needs to be cleaned out so the higher priority items can be dealt with.  I'm 
reminded what the great Ronaldus Magnus said, "The closest thing to eternal 
life on earth is a government agency."
