News flash: Microsoft doesn't start over, either. They'd probably like 
to at this point, but they can't. Too much invested in a legacy 
codebase/too much would break if they truly started over.

New versions of Windows do introduce new things, but the building itself 
hasn't changed since Windows NT was introduced back in the early 90's.

I find it infuriating how they keep renaming what things are called, and 
moving things around with each new version. And how "security" on
Windows just plain gets in your way. Using Windows is truly an annoying 
and tedious experience.
