I think that it is literally true that I have only *once* seen riders of the the type of motorcycle that people call a "crotch rocket" drive responsibly. They never go less than 10 mph past the speed limit on city streets, and much more on the highway, and lots of weaving, racing in traffic, and going between lanes in traffic jams.
I am not exaggerating. Once -- 2 bikes -- last weekend. Other bikes, yes -- most that I see drive responsibly, even Harley Dudes.
