You absolutely *must charge* for mockup/prototype.

It is part of what the customer is paying you for. Imagine how you'd 
feel if you didn't charge for the mockup, and they took that mockup to 
someone else to implement.

The prototype or mockup has great value, and good ones represent quite a 
few hours of development.

I've followed a simple rule in my consultant life: if I'm working on the 
customer's project in any capacity whatsoever, it is billable time.
