Good recommendations, Kristine and Casey, thanks. To clarify, she's working on a Windows box, the web server is a Linux box. I mentioned that because file transfers back and forth are best accomplished via ssh/scp. The client has ftp disabled for security reasons.
Netbeans is kind of heavy just for text editing, but it is a snappy IDE on strong enough machines. That's a thought. Last I checked, Kompozer was the living branch off of Nvu, which has gone dormant. And the Mozilla Suite, while great in their day, harking back to Netscape Composer (they all share that heritage), has really had habit of scattering <div> tags whenever you look at it funny in WYSIWYG mode. Thanks for the ideas.
