Your evidence is hardly concrete.  It may be that some legislators are 
attempting to gain a little leverage against the Bush proposal to allow 
offshore drilling.  Offshore drilling would do very little to change the 
economics of our current energy emergency which is  forcing USA oil 
companies to pay upwards of $135.00 per barrel for oil.  All USA 
offshore drilling would do is stink up our delicate ocean Eco systems, 
ruin the scenery, give the American people false hope that oil prices 
will come down, (eg enough that some might vote Republican in the 2008 
elections), and delay time and money that could better be spent on 
starting with a sane energy policy built around the idea that 
alternatives to Petrol energy must be developed, so the USA can become 
energy independent.

I think the American people, might now finally realize that now is the 
time to began a USA switch in energy policy; after, the American people 
have paid exorbitant prices and held hostage to the whims of foreign oil 
producing countries.  LOL

I think the energy industry in the USA should remain based on a free 
unregulated economy that set prices base on supply and demand, and 
competition that encourage the best value for the dollar to the American 
consumer, even though most energy utility companies are regulated, and I 
can imagine our legislature changing that even if God himself was the 
elected president. LOL
