I don't think the Bush Adm., or most Americans for that matter, have 
even attempted to understand what is motivating the terrorists to act of 
violence.  It would seen to me that this would be a necessary first step 
in deal with the threat.  But rather than dealing with threat of 
terrorism, the Bush Adm. found terrorism useful in advancing its own 
personal agenda.  LOL
